THAT the NCPL Board approves the agenda as amended.

THAT the NCPL Board adopts the Minutes of the September 28, 2022 Board meeting as amended.

THAT NCPL Report #22-24 be received as information and the NCPL board accepts the system report as presented.

THAT NCPL Report #22-25 be received as information.

THAT NCPL Report #22-26 be received as information; AND THAT the NCPL board approves the recommendation that the Norfolk County Terms of Reference is approved for attaching as a supplement to Norfolk County’s Bylaw to establish a library board as presented.

THAT NCPL Report #22-27 be received as information; AND THAT the NCPL board approves the recommendation to adopt the Norfolk County Public Library Procedural Bylaw.

THAT NCPL Report #22-28 be received as information; AND THAT the NCPL board approves policy HR-16 - Electronic Monitoring of Employees as presented.

THAT NCPL Report #22-29 be received as information; AND THAT the NCPL board approves the Terms of Reference for the NCPL Memorandum of Understanding Committee as presented.

THAT NCPL Report #22-30-B be received as information; AND THAT the NCPL board approves the amendments and additions to the 2023 – 2031 Capital Budget as presented.

THAT NCPL Report #22-31 be received as information.

THAT NCPL board directs NCPL staff to prepare the draft budget for Option 1 as presented.

THAT NCPL Report #22-32 be received as information; AND THAT the NCPL board approves the report as presented.

THAT the Board enter into closed session at 5:48 p.m. to discuss a personal matter and a labour relations matter pursuant to section 239(2)(b)(d) of the Municipal Act, 2001, as amended as the subject matter pertains to personal matters about an identifiable individual, including municipal or local board employees and labour relations or employee negotiations 1.
