That the minutes of the Economic Development Advisory Committee meeting held on March 18, 2026, be approved as presented.

The Economic Development Advisory Committee would like to see the following items considered when preparing the final MAT, STR and MDC:  An inspection Checklist be created for by-law, fire, building and septic standards for STR safety inspections. It should also vary based on type of building for example SFR vs multi-unit.  A formula be created for determining occupancy.  Ensure the enforcement consequences are suitable (that the fines make sense and have teeth).  More clarification on non-typical accommodations such as "glamping huts" and “hobbit huts".  The MAT start date be changed to not been in peek season for seasonal businesses (May 1 - October 1). This committee would recommend April 1, 2027, or January 1, 2028, which ever has ensured everything has been set up properly.  The MDC be created sooner to allow time for a business plan to be created, and request can be made to Council seeking a higher ratio and/ or revolving line of credit. This will also provide time to create policies and committees, etc.  This committee would recommend the MDC have 9 members. 2 from Norfolk County Council, and 7 from the community. No staff would be allowed to join as a voting member. The Economic Development Department/ CAO would act as the staff liaison. Each member would be appointed as per the counties current policy.
