Whereas homelessness and the concerning associated factors are on the rise; and Whereas contributing factors include: Poverty, Mental Health issues, Housing crisis factors, Substance Abuse issues, food, utility, rental and other financial increases and more which are not municipal issues; and Whereas Haldimand and Norfolk Counties have a 2-10 year wait list for Rent- Geared-To-Income housing; and Whereas Haldimand-Norfolk has completed a 10 year housing and homeless prevention plan; and Whereas Norfolk County has a 0.4% rental vacancy and the average rental rate jumped from $882.00/month to $1100.00/ month this year alone; and Whereas Norfolk County has over 100 individuals on a byname list and of that 84% of those individuals are on social assistance which is up 67% overall in the last 5 years; and Whereas Homeless Prevention Services staff have connected with over 15,000 households over the last year; and Whereas the Homeless Prevention Services team of 10 focused on homelessness prevention is focused on Emergency housing, Eviction prevention, Community Outreach and Supports and By Name List Management; and Whereas the eviction prevention program has assisted 400 households on rent and utility arrears; and Whereas Norfolk County only has 14 rooms with 16 emergency beds available; and Whereas Norfolk County does not have the financial support or resources to tackle these provincial mandates; and Whereas current case law exists that may not allow for municipalities to move en
